The Value of Foreign Direct Investment in the New Economy
Canada’s framework for thinking about FDI is outdated. We treat FDI as generally good, on the theory that foreign investors bring capital, technology and managerial expertise that is used to grow productive capacity in Canada. That may have been true in the 1970s when our foreign investment review laws were written, but the situation is much more complicated today.
